The Problem

Emergency call operators and First responders, such as emergency medical services (EMS), police, and fire departments, often face challenges when trying to determine the exact location of an emergency, which can impact their ability to respond quickly and effectively. Historically, callers to emergency services would use landline phones which had a defined location registered to that phone. However, with mobile phones, there is no defined location. An emergency call handler such as a 911 Operator can have great difficulty pinpointing the exact location of the caller, especially if they are inside a tall building or in a densely populated city.

Approach

To mitigate these challenges, ELi Technology Inc. developed its EML solution to provide accurate dispatchable location information for a person using a mobile phone in an emergency. The company partnered with Barrington Edge from the early days of this project. We were called upon to assist with the following key activities:

  • Provide executive leadership as Chief Operations Officer
  • Provide a full-service technology development team.
  • Assist with capital financing.
  • Assist with solution promotion and testing in Sweden and Romania
  • Provided back office technical support.
Solution

The EML solution was developed in multiple phases in order to provide a proof of concept to early investors and to test its solution accuracy. Barrington Edge developed an early Alpha MVP which was tested in Canada and Sweden. Building on the testing insights, we developed a Beta and advanced Beta platform with extended testing in Romania, Middle East, the United States and Barbados.

EML provides accurate dispatchable location information using existing Wi-Fi Access Point (AP) infrastructures and GPS. It turns all existing Wi-Fi APs into verified address beacons, creating a nationwide network of verified location datapoints. These unique identifiers are dynamic and encrypted in transport and ensure compliance with all privacy and security requirements. Each identifier is associated to the verified dispatchable address within a secure database, but never to an individual, maintaining, and respecting privacy regulations such as GDPR. Handset operating system emergency call handling protocols include GPS data and scanning of the Wi-Fi ecosystem. Each scan picks up many identifiers at the same time to pinpoint the specific location of the caller in all indoor, rural, and urban environments.
